What the free tier actually allows
- The pricing page lists no free plan. The cheapest plan is Payroll at $8 per employee per month plus a $50 per month base fee.

- The Payroll plan's $8 per employee is on top of a $50 per month base fee, so one employee costs $58 a month. The PEO plans and EOR have no base fee.

- Contractors are charged separately: $8 per month per paid US-based contractor and $39 per month per paid international contractor.

The Justworks price per user rises with each add-on, since every add-on is charged per person per month. A Payroll plan with 5 employees and the Time Tracking add-on is $50 + 5 x $8 + 5 x $8 = $130 a month. A PEO Basic plan with 5 employees and Dedicated HR Consulting is 5 x $79 + 5 x $30 = $545 a month. Paying 3 US-based contractors adds 3 x $8 = $24 a month on any of the three US plans.

Every figure on the page is a monthly rate. The page states that monthly billing statements are free of hidden fees and that there is no implementation fee. Contract length and cancellation terms were not read in this check.
